Tulia, Texas-Bill Rice, 54, died Saturday, March 27, 2010 in Tulia. Memorial graveside services will be held at 10:00 am Monday, April 5, 2010 in the Rose Hill Cemetery. Bill was born October 3, 1955 in Tulia. He lived in Tulia all his life. Survivors include two brothers: Cledon Billington of Amarillo and Scottie Billington of Canyon.
