Luis was born on February 14, 1939, in Matamoros, Mexico, to Victor Sr. and Juanita (Caraveo) Betancourt. He was raised in Rio Hondo, TX, and later moved to West Texas in 1962. Living in various towns including Hale Center, Hart, Vigo Park, and finally settling in Tulia to farm and retire, Luis made a lasting impact on those around him.

On June 27,1961 he married Guadalupe Falcon and worked at Excel Meat Solutions in Plainview, dedicating his time to maintenance. After retirement Guadalupe and Luis would enjoy chasing their grandchildren around.

Traveling to Arizona to spend time with their granddaughter Shelby. Enjoying the big city life in Dallas Texas with Jackie, Roxie, LaToya and Curtis. He made sure to take in a Dallas Cowboy football game or two. Luis made several trips to South Dakota to enjoy the ranch life with Jaruis, Jerin and Krece. Watching them compete in Rodeo Play-Days. He would help with the cattle brandings and taking in a basketball game. While Luis was home, Isaiah, Daniel and Noe kept him busy with baseball, basketball and football games. Wherever he went there was always a lake or pond close by to throw their fishing rods.

Every adventure, either big or small, was documented because he always had a camera in his hand. He always tended to his immaculate yard, which was often recognized as "Yard of the Week."

He is preceded in death by his parents, Victor Sr. and Juanita Betancourt, his wife, Guadalupe Betancourt, his brothers, Victor Betancourt Jr., Frank Betancourt and Marcos Betancourt, his sisters, Janie Ramos and Antonia Campos, his granddaughter, Roxanne Rodriguez and his great granddaughter, Elyette Grace Subealdea.
