Walter was born on September 19, 1951 in Tulia,Texas to Richard and Opal Hill. He married Dianna Johnson on August 24, 1972 in Tulia, Texas. He is survived by his wife Dianna Hill of Plainview; his son, Michael Shane Hill of Lubbock; his brother, Freddy Hill; two step brothers, Garland McClure and Carroll McClure; 2 granddaughters, Alexandra Diana Hill and Paige Mojica.
